    If an importer received cargo and the security seal was broken and not replaced, what should be done?.

    If you received your shipment or cargo and the security seal was broken and not replaced you should first consult with your broker or the cargo office at port of entry to find out if Customs and Border Protection examined the cargo. If there is no indication that CBP examined the cargo and the seal was broken, there is a possibility it was broken or tampered with for unofficial purposes. If that is the case, you should take precautionary measures and inform the CBP port of entry of anything that appears to be suspicious and that could possibly do harm to this country. CBP examinations are conducted by CBP in controlled areas such as bonded warehouses (i.e. Container Examination Station) or in the field. In either case, if a security seal is broken to conduct an exam, it should be replaced. When an exam is conducted in a CBP bonded warehouse, the warehouse operator usually replaces the seal after the examination. If an exam is conducted in the field the CBP officer usually replaces the seal. If a CBP officer or CES operator failed to replace a broken security seal after CBP where examined the cargo you should bring it to the attention of the Port Director at the port the exam was conducted.
